Gun legislation spawns Philipstown rally — Gun-control legislation, Philipstown Supervisor Richard Shea discovered, is like raising taxes.  “It’s the third rail (of politics),” he said Monday.  Such is the case with a proposed law discussed last month during a Philipstown Town Board public hearing. The measure bans weapons, including guns carried by registered owners, from inside Philipstown Town Hall and other town buildings. It’s been set aside for now, Shea said. But a rally planned for just prior to Thursday’s Town Board meeting highlights the controversy.
